The District of Columbia Department of General Services (the “District”, “DGS” or “Department”) is issuing this Invitation for Bids (“IFB”) to engage a Small Business Enterprise (SBE) firm contractor (“Contractor”) to complete the renovation of Blue Plains Impound Lot in accordance with Scope of Work (Section C), and Drawings and Specifications, attached hereto as Attachment J.1 (the “Project”). The DC Blue Plains Impound Lot (DC BPIL) is responsible for evidence control and is legally required to store vehicles for as long as 75 years. After undergoing years of deferred maintenance and being placed under a consent order from the Environmental Protection Agency (EPA) for the site's storm water management practices, BELL Architects (the “Architect” or “A/E”) was selected to oversee the modernization of the existing impound lot administrative office and site infrastructure.
