The District of Columbia (“District”) Department of General Services (the “Department” or “DGS”), on behalf of the Department of Corrections (“DOC”), is issuing this Request for Proposals (“RFP”) to solicit design-build proposals (“Proposal(s)”) from offerors (“Offeror(s)”) interested in serving as the design-builder (the “Design-Builder” or “Contractor”) for the design and construction of a central boiler plant (the “Project”). The Project shall be designed to comply with the DOC's current requirements, the latest applicable codes, good engineering practices, and to meet DOC’s needs and comfort expectations.
