The Department of General Services (the "Department" or "DGS"), on behalf of the District of Columbia (the "District"), is issuing this Request for Proposals ("RFP") to license approximately 13,328 square feet of street space on the 300 block of 7th Street, S.E. ("Site") on Saturdays from 6:00am to 6:00pm to operate an Outdoor Market. A description of the space is provided in Exhibits A and B attached hereto.

DGS in partnership with its ESPC advisor NV5 awarded this contract to CMTA, an Energy Services Company (ESCO).
