The District of Columbia Department of General Services (the “District”, “DGS” or “Department”) is issuing this Invitation for Bids (“IFB”) to engage a Small Business Enterprise (SBE) firm contractor (“Contractor”) to complete the renovation of Blue Plains Impound Lot in accordance with Scope of Work (Section C), and Drawings and Specifications, attached hereto as Attachment J.1 (the “Project”).
